To provide Information Technology support and solutions for all application systems and for all areas of the commission. The Sr. Programmer Analyst serves as a company wide resource for projects requiring structured system methodologies and information technology. Projects include the development and implementation of automated systems, back-office systems, and integration middleware and web development. Install and maintain software packages purchased by OUC. Responsible for developing programmatic solution, testing solution for accuracy with defined test plan, coordinate the implementation and completion of recommended specification for all new systems, system changes, and problem correction.

* Interface with functional users to define and document technical requirements for application software using structured user interviewing techniques.
* Define and document system scope, current logical view, general technical requirements and proposed logical view using structured design and analysis techniques.
* Evaluate and recommend design and development technology alternatives.
* Evaluates existing and new system functionality and determine any requirements not met by the specific system and develops action plan to correct deficiencies.
* Develops, researches and evaluates feasibility of alternatives to meet project objectives and recommends optimal alternative.
* Develops, modifies and implements system changes and new solutions in order to meet the objectives of the commission. Develop additional application knowledge and skills.
* Develop, modify and implement applications utilizing the One World toolset; Develops, modifies and implement web applications.
* Research, evaluates and corrects system malfunctions. Works with Business Analysts to resolve application issues in a timely manner.
REQUIREMENTS: (List minimum and desired requirements to qualify for this position)
* B.S. in Computer Science or related field. Minimum seven (7) years software development experience (in multiple environments) and JDE environment employing formal software development methodologies.
* Experience with network architectures, relational databases (ORACLE and SQL SERVER 2K required) and client/server environment (HP Unix and MS Windows 2k required)
* Experience in working with all JD Edwards Enterprise One 8.12 and 8.97 Development tools required, including: Data Dictionary, Vocabulary Overrides, OMW, Security Workbench, Workflow, Self service Applications, BI Publisher and Business Services
* Application experience in Cognos (or equivalent), Seven Trent systems STORMS, System Innovator*s Revenue Collector/Cashier for Windows, OPTIO (eComPresent. e.ComIntegrate, OptioFax and XML solution), Conductor 2.0, DSI Bar-coding system, Sungard Integrity System and EJWard Fuel Management System.
* Possess strong understanding of JD Edwards Enterprise One CNC methodology.
* Working knowledge of development languages and tools such as C++, SQL, PL/SQL, Visual Basic, PowerBuilder, MS Frontpage, Embarcadero DbArtisan and RapidSQL, Merchant Version Manager, Microsoft .NET framework, XML, XSL, ASP, Java, Java script, Jdeveloper, BPEL and shell scripting.
* Working knowledge of application tools and scripting for Optio DesignStudio and XML Kit, DSI*s scripting tools and Cognos Impromptu, Powerplay and Decision stream
* Experience with JDE Archiving Application, preferably Optim preferred.
* Understanding of JDE Tasks/Role/Role Relationship Security required.
* Understanding of Oracle Fusion Middleware and Web Center
* Knowledge and experience with application integrations thru ESB (Enterprise service Bus) preferably JDE 8.12 web services with webMethods 7.1.2.0 by SoftwareAG
* Experience with User Productivity Kit preferred
* 2+ Years developing transaction processing internet-based web sites and web services desired.
* Experience providing technical guidance to junior developers.
* Ability to create logical and physical data models and design user interfaces.
* Working knowledge of quality assurance methodologies and testing tools, preferably HP Quality Center
* Working knowledge of data warehouse and data-mart techniques desired.
* Good written and oral communication skills; ability to make presentation to both technical and non-technical audiences
* Ability to work independently and as a team player.
* Ability to manage time effectively and meet deadlines.
